Home secretary Amber Rudd was criticised after suggesting last week that employers would have to “be clear” about the international make-up of their workforce, as part of a drive to encourage them to hire locally.

Steve Hilton, David Cameron’s former policy chief, told the Sunday Times ministers may as well announce “that foreign workers will be tattooed with numbers on their forearms”.

However, yesterday, defence secretary Michael Fallon and education secretary Justine Greening insisted any data collected would be used to improve investment in skills training, and would not be made public.

Greening told ITV’s Peston’s Politics show: “This is not data that will be published. There will be absolutely no naming and shaming.”
